Thomas J. (Tom) Bonnar joined the University of Maryland, Department of Criminology and Criminal Justice faculty in July 2003. Mr. Bonnar brings more than twenty-seven years experience as a Federal criminal investigator and investigative manager. His area of expertise is complex white-collar crime cases, primarily investigations of fraud and corruption affecting the U.S. Department of Defense (DoD) and the Military Services. He also has experience developing and teaching courses in law enforcement, investigations and related subjects for the DoD and at the Federal Law Enforcement Training Center (FLETC), Glynco, GA.

From November 2000 until June 2003, Mr. Bonnar served as Deputy Director of the Defense Criminal Investigative Service (DCIS). The DCIS is the criminal investigative component of the DoD Office of the Inspector General (OIG), responsible for investigations of criminal violations affecting DoD programs, operations and contracts. DCIS investigates crimes such as bribery and corruption, intentional delivery of defective products and product substitution in military procurement, accounting and financial frauds, theft of military material, healthcare fraud, environmental crime, computer crime, illegal foreign transfer of technology, and terrorism.

From 1998 to 2000, Mr. Bonnar was Special Agent in Charge of the DCIS Southwest Field Office in Arlington, TX, where he directed investigations in ten states in the U.S. Southwest and Rocky Mountain regions.

From 1991 until 1998, Mr. Bonnar was assigned to the DCIS Headquarters where he served in various staff and executive level positions. His responsibilities included developing investigative policy, directing internal inspections and special investigations, and managing the Department of Defense Hotline for reporting fraud, waste and abuse. During this tenure Mr. Bonnar also had a significant role in directing the DoD Inspector General worldwide investigation of the events and circumstances surrounding the U.S. Navy 1991 “Tailhook” Symposium. He joined DCIS in 1982 in Philadelphia, PA, where he worked until 1991 as a Special Agent and as an Assistant Special Agent in Charge.

Before joining the DoD OIG, Mr. Bonnar was a Special Agent with the Offices of Inspectors General at the Departments of Commerce and Agriculture, with assignments in Philadelphia and Pittsburgh, PA, and Washington, D.C. He began his career as a Federal criminal investigator in 1976.

Mr. Bonnar is an alumnus of the Federal Executive Institute and a member of the Federal Senior Executive Service. His professional memberships include the Federal Law Enforcement Officers Association, Federal Criminal Investigators Association, Association of Certified Fraud Examiners, the International Association of Chiefs of Police, and the Federal Senior Executives Association.

Born in Pittsburgh, PA, Mr. Bonnar holds a B.A. degree in Criminology from Indiana University of Pennsylvania and an M.S. degree in Public Administration from Villanova University. He resides in Anne Arundel County, MD.
